Foundation and Empire continues the story of the collapse of a Galactic Empire and the rise of its hopeful successor state, Foundation. In this, the second of the series, Asimov utilizes one of his greatest strengths as an author by taking the concept that dominated the first book - psychohistory, the idea that the broad outcomes of history can be predicted by an analysis of the trends and forces of human behavior - and begins to challenge and deconstruct his own creation. After overcoming its initial challenges, Foundation now faces two main threats, a resurgent Empire with an ambitious general hell-bent on reclaiming its lost subjects, and a mutant whose powers completely circumvent the basic assumptions of psychohistory. Fans of history will see in the former echoes of the Byzantine Emperor Justinian and the troubled relationship with his general, Belisarius while fans of sci-fi will see in the latter a challenge to psychohistory that may just undo the entire Foundation project. Once again, Asimov cements his place as one of Sci-Fi's greatest voices with a work that elevates the genre into something truly great.
