    Peggy Noonan is great, and if you have ever heard her speak, you can hear her voice in her writing. This is highly readable. It's an easy read even if you think you don't like the subject. It's a fast read, and well worth your time. You won't get any huge bombshell secrets on how to write a speech, but you will get little gold bits that will help make writing easier and more interesting.
